In plain terms, several sensors share a reference supply from the PCM, and if that circuit gets pulled down, shorted, or the PCM can’t control it correctly, this code can set. The vehicle may have drivability symptoms, transmission-related symptoms, warning lights, or it may only show up during a scan. The broad fault areas are the shared reference circuit, one of the sensors on that circuit, connector or terminal problems, wiring shorted to ground, or a PCM software or PCM issue. Before chasing the code, start with the basic system checks so you know the scan tool, battery condition, and communication side are not leading you the wrong way.

Confirm the fault first

Start by verifying the problem. Turn the ignition switch to ON (II), or use the engine start/stop button to select ON mode. Clear the code with the HDS, then check for Pending or Confirmed codes again. If P0651 comes right back, the failure is duplicated and you can move into circuit isolation. If it does not come back, treat it as an intermittent at this moment. Try to reproduce the captured conditions if that information is available, and check for loose terminals or poor connections at the PCM and the sensors on this shared reference circuit.

Separate a shorted component from the rest of the circuit

With the failure duplicated, turn the ignition switch to LOCK (0), or select OFF mode. Disconnect the components on this reference circuit: the EGR valve, the transmission speed sensor group, the APP sensor, the A/C pressure sensor, and the FTP sensor. Then turn the ignition back to ON (II), or ON mode, clear the code with the HDS, and check again for Pending or Confirmed P0651. If the code is still indicated with those components unplugged, go after the VCC wiring next. If the code is not indicated, that points you toward one of the disconnected components or its connection.

Reconnect one component at a time

If unplugging the components made P0651 stop setting, reconnect them one at a time while watching for Pending or Confirmed P0651 with the HDS. The goal is simple: find the component that brings the code back when it is plugged in. If P0651 sets when one component is reconnected, replace the part that caused the code when it was reconnected. If the code does not return during the one-at-a-time reconnect check, inspect for poor connections or loose terminals at the PCM and at those components, then go back and repeat the verification path instead of guessing.

Check the VCC wiring for a short to ground

If P0651 stayed active even with the components disconnected, turn the ignition to LOCK (0), or select OFF mode. Jump the SCS line with the HDS, then disconnect PCM connectors A (51P) and B (51P). With the required related connectors disconnected, check each VCC line to body ground individually: PCM connector A (51P), VCC6, terminal No. 30, RED; PCM connector A (51P), VCC5, terminal No. 37, GRY; and PCM connector B (51P), VCC2, terminal No. 29, YEL/BLU. If there is continuity to body ground, repair the short in the VCC wire between the PCM terminal involved and the disconnected parts on that circuit.

PCM path when the wiring is not shorted

If that continuity check does not show a short to ground, then the path moves away from the external VCC wiring. Update the PCM if it does not have the latest software, or substitute a known-good PCM. If P0651 goes away after the PCM update, troubleshooting is complete. If P0651 goes away with the known-good PCM installed, replace the original PCM.
