If battery voltage is present, the IG1_ACG wire is OK, and the open is in the ST_CUT_RLY_CL- wire between PCM terminal A51 and starter cut relay 1. Repair that open. If battery voltage is not present, move on to the fuse check.

Check fuse No. B2

Turn the vehicle OFF and check fuse No. B2, the 10 A fuse in the under-dash fuse and relay box. If the fuse is OK, keep going to the open-wire check on the IG1_ACG line. If the fuse is not OK, replace the No. B2 10 A fuse, and also check that fuse circuit for a short to ground.

Check the IG1_ACG line for an open

With the vehicle OFF, disconnect under-dash fuse and relay box connector D, the 32-pin connector. Remove starter cut relay 1 from the under-hood fuse and relay box. Install a jumper wire from starter cut relay 1 4-pin socket No. 3 to body ground. Then check continuity between under-dash fuse and relay box connector D terminal No. 10, the yellow wire, and body ground. If there is continuity, the IG1_ACG wire is OK, and the under-dash fuse and relay box is the remaining failed area in this path. Replace the under-dash fuse and relay box.
