If there is continuity, repair the short to ground in the LCCLS wire between the solenoid wire harness and the PCM. If there is no continuity, the LCCLS wire checks OK. From there, update the PCM if it does not have the latest software, or substitute a known-good PCM, then recheck. If P2721 goes away after the update, that completes that path. If P2721 goes away with a known-good PCM substituted, replace the original PCM.
