If P2649 comes right back, the failure is duplicated and you move into circuit testing. If it does not come back, treat it as intermittent for now. Check the PG ground path

Check continuity between the solenoid connector No. 2 black wire and body ground. If there is continuity, the PG line is okay and you move to the VTS control wire. If there is no continuity, repair the open in the PG wire between the rocker arm oil control solenoid and G101, then verify the repair.
Check the VTS control wire back to the PCM
Now check the VTS line for an open. Jump the SCS line with the HDS, disconnect PCM connector B, the 51-pin connector, and leave the solenoid connector disconnected. With the ignition OFF, check continuity between the rocker arm oil control solenoid connector No. 1 pink wire and PCM connector B terminal No. 18, also pink. If continuity is good, the VTS wire is okay. At that point, update the PCM if it does not have the latest software, or substitute a known-good PCM, then verify the repair. If there is no continuity, repair the open in the VTS wire between the solenoid and PCM terminal B18, then verify the repair.

For verification, reconnect all connectors, exit SCS mode with the HDS, turn the ignition ON or select ON mode, reset the PCM with the HDS, and do the PCM idle learn procedure.
