
What this code means
P2421 may mean the vehicle is commanding the EVAP canister vent shut valve closed, but the pressure change in the EVAP system may not match what the PCM expects.

Opening context
On this 2016 through 2024 Honda Civic 2.0 gas, P2421 points to the EVAP canister vent shut valve being stuck open, or at least the PCM not seeing the EVAP pressure response it expects when that valve is commanded closed during purge. The driver may only notice a check-engine light, and EVAP faults can often be pretty subtle. Broadly, this can involve the vent side, the purge side, hoses and seals, the canister area, the fuel fill and vapor recirculation area, or the fuel tank side of the system. Before putting vacuum or pressure on the system, stay inside the specified tests. Too much vacuum or pressure can damage EVAP parts, damage the FTP sensor, or eventually damage the fuel tank. Fresh fuel helps create pressure and vacuum for leak detection, so if possible, add 1 gallon of fresh fuel to the tank just before testing, as long as that will not fill the tank.
Confirm the failure with the scan tool
Start with the vehicle in ON mode, then run the HDS function test. If the test result is not OK, the failure is duplicated. From there, the path is not to guess at the vent valve right away. Work through the EVAP plumbing and sealing checks in order, because this code is based on a commanded action versus the pressure response seen by the FTP sensor.
Check the EVAP canister vent hose
First, disconnect the EVAP canister vent hose and check it for blockage or restriction. The expected result is no blockage or restriction. If that inspection is abnormal, the problem is in the EVAP canister vent hose. If it checks clean, keep moving through the path.
Check the purge valve hold ability
Next, check the EVAP canister purge valve. Disconnect the vacuum hose, or purge line, from the purge valve in the engine compartment. Connect a T-fitting, a vacuum/pressure gauge, 0-4 inHg, and a vacuum pump/gauge, 0-30 inHg, to the vacuum hose. Slowly apply about 2 kPa (0.6 inHg, 15 mmHg) of vacuum to the hose. A good result is that the EVAP canister purge valve holds vacuum for 1 minute. If it does not, the problem is with the EVAP canister purge valve.
Visually inspect the purge line and canister area
After that, inspect the EVAP canister purge line between the purge valve and the EVAP canister. Look for poor connections or damage. At the same time, check the EVAP canister, FTP sensor, EVAP canister vent shut valve, and O-rings for damage. The expected result is that the connections are OK and there is no damage. If this visual inspection is abnormal, stay with the purge-line and canister-area parts before moving on.
Vacuum test the EVAP canister purge line
Now test the purge line sealing. Disconnect the EVAP canister vent hose and the fuel vent tube from the EVAP canister, then plug those ports. In the engine compartment, disconnect the vacuum hose, or purge line, from the EVAP canister purge valve, and connect the vacuum pump/gauge, 0-30 inHg, to that hose. Turn the vehicle to ON mode. Apply vacuum until the HDS FTP Sensor Voltage reads 1.90 V (-0.59 inHg, -15.1 mmHg). Be careful not to exceed the vacuum, because the FTP sensor can be damaged. Then watch the FTP Sensor Voltage for 1 minute. A normal result is that the HDS FTP Sensor Voltage does not increase more than 0.2 V (0.1 inHg, 2.5 mmHg). If this check is abnormal, the problem is in the parts on the EVAP canister purge line.
Test the EVAP canister vent shut valve response
Only move into the EVAP canister vent shut valve inspection after the EVAP canister purge line is confirmed normal. Disconnect the fuel vent tube from the EVAP canister and plug the port. Then disconnect the vacuum hose, or purge line, from the EVAP canister purge valve in the engine compartment, and connect the vacuum pump/gauge, 0-30 inHg, to the hose. Turn the vehicle to ON mode and command HDS CVS ON. Apply vacuum until the HDS FTP Sensor Voltage reads 1.90 V (-0.59 inHg, -15.1 mmHg). Again, do not exceed the vacuum because the FTP sensor can be damaged. Confirm the FTP Sensor Voltage for 1 minute. The normal result is that the voltage does not increase more than 0.2 V (0.1 inHg, 2.5 mmHg). If this inspection is abnormal, the problem is with the EVAP canister vent shut valve.
Inspect the fuel fill and shut-off areas
If the vent shut valve test is normal, continue down the fuel fill side. Visually inspect the fuel fill pipe and the fuel tank vapor recirculation tube for poor connection or damage. The expected result is good connections and no damage. If that is abnormal, the problem is in the fuel fill pipe or fuel tank vapor recirculation tube area. Next, remove the mis-fuel inhibit device and visually confirm that the shut-off valve is closed. If that is abnormal, the problem is with the main flap unit. Then remove the mis-fuel inhibit device for the seal check and inspect the flap seal and mating surface of the shut-off valve for missing or damaged seals. If that seal inspection is abnormal, the problem is with the main flap unit.
Final diagnostic direction and takeaway
If all the other inspection items indicate a normal condition, the remaining fuel tank is determined to be the cause.
